DB Pension Fix The Legislature needs to sit down and address the Pension Benefits Act. It starts there. Once the Act is clear and begins to promote pensions then the Regulators can be more effective. Once the pension system is fixed and becomes friendlier to Sponsors, pension coverage will rise and benefits will likely enhance. Currently, Sponsors are hard pressed to provide pension benefits when the legal and actuarial costs are so high and the rules to surplus ownership (to mention just one issue) are not favourable or fair. The problem, is in the Act and that resolution rests with the Legislature.

DB Pension Fix 1) CRA should relax funding rules, allowing surpluses to build and 2) ownership of surpluses needs to be clarified.
