At this point, criminals know that even if they shoot a person for money, etc...they will be free after serving 9-12 years in jail. But once strict laws are imposed, and harsh measures are taken to stop crime from taking place, it will create a fear for law in the minds of criminals, and will help make Baltimore a safer place to live in. |
