It was probably a top secret tourist tip in the past but SpyOnVegas has an open bar for a featured product starting at 6pm til it runs out or around 9pm M-Th (the Friday event has been at the Hard Rock in conjunction with a concert). http://www.spyonvegas.com/openbar

Treasures Gentlemens Club opens at 4pm with specials going to 8pm. 4-6pm: open bar for domestic beer and well drinks. 4-8pm: 2 for 1 premium beer and call drinks.

There's a couple newer places in Town Square that have drink specials starting at 3pm and switches to a different place there at 6pm to 8pm. Can't remember which restaurant/bars.

GVR has some kind of Thu after work mixer, I think in the Drop Bar. Also happens at Red Rock on Fridays at the bar near the lobby. There's also a Sat concert event at Red Rock that has an add on wine tasting for a slight extra charge ($15?). Concert itself seems to be around $25-35.

If you can get in past the velvet ropes, Body English at Hard Rock has open bar from 10:30pm-11:30pm (champagne, domestic beer, well drinks). Godskitchen promotes this house night with some of the better touring DJs (I believe local DJ Scotty Boy spins for the first few hours).

I don't think it's very popular but Polly Esther's at Stratosphere has a $40 wristband for open bar (domestic beer and well drinks probably). I don't think it's popular spot and if you can get down with some of the various theme rooms (each room features music from the 70s, 80s, 90s, and 2000s) it can be fun.

Blondie's in Miracle Mile/Planet Hollywood has a $10 all you can drink well/draft between 4pm-6pm daily.

I don't drink but Ellis would be my place if I did. I believe they have specials for locals and there are coupons out there (maybe Las Vegas Advisor?) that allow unlimited free drinks for two for an hour. They brew their own beer, and great root beer, which is my drink of choice. I once ordered a root beer while playing a slot machine. I figured I'd order two because I love the stuff and a friend was with me, and figured the cup would be small, as is the norm in casinos. The waitress brought me two PINT glasses (real glass) of root beer. It took me a while but I finished them off and then slithered to the ladies room. If they do the same for beer orders you're all set. The also allow you to bring the beer or root beer into the coffee shop, where they offer a good complete steak dinner for about $7, less if you use a 2-4-1 coupon.
