There is nowhere to start, no focal point--your eye just wanders around. I think the nice thing about your current site is that it has a consistent flow. This site has three areas that are competing for your attention. I think my friend Jenny's site is a great example of a three column layout, http://www.sit.wisc.edu/~pfafflin. I would explain it in more detail but it speaks for itself. I also think that the color you chose for your bar on the top is a bit drab. Now that I think about it, I think the top should have one color all the way across or at least a solid bar across the top, even if the color changes in different columns. The last bad thing is that I think that if the right side is going to be flush up against the scrollbar then the left side should be flush against the edge of the browser as well. Or buffer on both sides. Either way. On to the good stuff. I think the organization in the right column is very readable and well done. No complaints over there. I really like the boxes on the left side as well. You can't go wrong with 1px borders. My biggest concern was the clutter in the top half of the screen, so if you can find a way to avoid that I think it will work out since the elements of the site are fine.
