Because not only is it completely useless, it costs money to do. I mean, you can walk and get there faster than if you use the boat! (Well, in some cases... not unless you can walk on water or something.)

Yeah but it's not like you actually have to use it. I think by boat transportation they mean what you have to use. Like the boat in CC or WW.

I agree fully. The boat system took forever, and it took you to a place you didn't even need to go! You would get there faster if you walked. It's cheaper too. Why put in a boat when it's pointless?
