For a radiometer, photons bounce of the white side of the radiometer, thus spinning it. I have one next to me and it's very fun to watch. |

Angle of reflection means separate vanes would be more likely to work, or possibly be more efficient. And so on, so forth. I'm guessing this is what Keith hinted at. |
