I hate reality TV, but I don't think a show like that would qualify as a reality show. "Reality" shows contain contestants who have been specially chosen for their lack of shame and low IQs, placed in situations that have been set up beforehand, hoping to win prize money. A show set in the homeland security department would probably have to just document what happens, and given what an idiot Tom Ridge is (and the department in general), that'd be pretty funny.
