EC rule in Bihar

Who was it who suggested (or conceived the idea of) EC rule in Bihar? It were you, Rajesh. Here is verbatim of your posting:

You wanted to be sarcastic, but no body picked up your satire. There is no point draging it any further.

PATNA, MARCH 4: Elected again from Sandesh, deep inside Bihar’s caste war grounds, CPI(M-L) MLA and former Lok Sabha MP Rameshwar Prasad boarded a bus to reach Patna. But at his party office, there’s little to suggest that they can make or spoil government formation in the state.

Unlike other party HQs on the same road, there are no SUVs, no police guards at the CPI(M-L) office which is also the official residence of Sahar MLA and comrade Ram Naresh Ram.



What you find instead are men eating in a common kitchen, lying on rickety beds and discussing a Revolution they believe will eventually come Bihar’s way. This election, the party count has gone up from four to seven. But two of the MLAs are still in jail, locked up on murder charges.

So when Laloo Prasad Yadav announced that he also had the CPI(M-L) backing his bid to form a ‘secular’ government, it all seemed a big joke. Because all these years, the CPI(M-L) always maintained, the RJD hobnobbed with Left wing extremists like the MCC who targeted M-L workers, fellow travellers once, for ‘‘betraying the cause by joining the democratic process.’’

The CPI (M-L) was an underground organisation until 1992 when it decided to abandon the path of armed struggle.

Despite its small presence in the Assembly, it has a sizeable support base in the labour class. By distancing themselves from Laloo, the seven CPI(M-L) MLAs have upset all calculations of the Rabri government to return to power.

Here, even money won’t work. A former MP, Rameshwar Prasad says he is worth all of Rs 33,800. A matric-pass, he dropped out of school to become an M-L member in 1979. He was elected to the Lok Sabha from Ara in 1989 as a front candidate for the underground organisation.

His son runs a shop, the sole source of income for the family. His own pension goes in clearing bill arrears of a telephone that happened to be also that of his party. He is used to taunts: people tell him he is an MLA of no use, even mukhiyas dream of high-end cars. ‘‘I knew what I had to do when I joined the party. It gives me pleasure that my people can hold their head high,’’ says Prasad.

N K Nanda, MLA from Paliganj, still wears a torn shirt. Once an underground activist, he has put in 30 years. When police pressure mounted, he lost his ancestral property. His present assets: Zero. ‘‘But my family stood by me. The one loss that still pains us is the library that my father built. The police burnt it down,’’ recalls Nanda.

Karakat MLA Arun Singh was born an upper caste and initiated into Marxism by his uncle who was later killed in a police encounter. He is a second time MLA.

There’s no contact with Mahboob Alam, CPI(M-L)’s MLA from Barsoi in Katihar. He has no phone. ‘‘We have sent him a message, asking him to come down to Patna,’’ says Santosh Sahar, the party office secretary.

Amarnath Yadav and Satyedeo Ram, MLAs from Siwan district, are now in jail on a murder charge. The case relates to a protest march against the kidnapping and murder of a youth. It resulted in the lynching of an accused.

Election is over : Request to Rajesh

Rajesh, why are you only talking about selected few by saying "People sarcastically and sometimes seriously suggest that army should take over Bihar or president's rule for long period. These people go to any length and adopt any mean to replace one person - Laloo. Hate or hysteria, I don't understand.
Only option is legitimately elected government. If it doesn't turn out to be good enough then work harder to get better one. " ????

please do talk about huge population of Bihar who legitimately ousted Laloo. Talk about poor, downtrodden, dalit, minority and all "garib-gurba" who voted out Laloo. Please congratulate these simple people of Bihar who judged Laloo NOT due to any hate or hysteria ; these vast number of people have no personal enimity for Laloo.

Rajesh, please join me in congratulating people of Bihar for legitimately ousting the prsent Govt. of Bihar and wish them best of luck for next 5 years.

I hope you will not imitate Laloo who is not even thankful to people of Bihar who gave so much to him for full 15 years.

A driver Mangru has driven the Bus between Patna and Champaran very well. Everybody is appreciating him. I think instead of congratulating Mangru, You will sarcastically suggest to let Mangru run the state for next 5 years. Right..?

How do you evaluate the performance of Govt in Bihar for last fifteen years on these five points? My questions refers only to last fifteen years. I am not asking the comparison of last 15 years with prior 40 years.

Well !!!!!

Yes Mr pappu YADAV , EC showed that but still people died in election (it was comparitively better than before). Also dont forget that EC did that with support of thousand other police men from diffrent states. There was also a very active media on center stage for whole month. How can a state government wil do this continuously for five years. Its time to help and make every one realize their moral duty. It will make things very easy.

I agree

Mr Prabhat,
That is what I am emphasizing. The day a son of IAS/MLA or whoever violates a traffic rule and promptly gives a fine to hawaldar without any arrogance or taking their father names then things will change. law and order and realization of following law and order is totally within us and people who are responsible to monitor are police and administartion. Unfortunately, some other set of people have taken this responsibility and violating the norms infact raping the norm.

Law and order

Responsibility of Law and order is NOT with CM and council of Ministers.

Law and Order is a state subject (That administration is accountable to State Govt., NOT central gov.). It is the responsibility of administration.


A minister CANNOT order police to take any action.

CM and council of Ministers (and relative of CM) interfare with administration. This is against Law made by Law Makers (representative of people).

Answer to all questions is - CM and council of ministers. It is their responsibilty (not judiciary's, not govorner's, not central government's) to check crimes, roads, power etc.

I think yours and mine views match exactly!!

BJP's secularism

BJP did not invite their star campaigner "Narendra Modi" to Bihar because they did not want to hurt the feeling of muslims in Bihar.

If others do it is called "appeasement" BJP call it tactis.
