Morg maybe?

Though not as smart as Surfer, can't he use the PC to keep amping his stats during the fight? If he can also channel power into the axe, and can cut Glads, its over.

And more recently...

Gladiator looked really impressive defeating Heimdall and having the upper hand against Jane Foster Thor in Mighty Thor #15. Again, more often than not, when going up against heavy hitters Gladiator's confidence is not likely to falter, nor is he likely to be too cocky when going against a herald of Galactus either. After all, Gladiator's confidence never wavered even when he was a young cadet and had to kill his own people, the Council of Elders. Confidence will not be an issue for Gladiator one way or the other. Against a brawler like Morg, it's Gladiator's fight to lose.

Actually surprised Glads is losing so far...

I think it's a misconception that Gladiator usually goes into a fight over confident. Whenever he faces a heavy hitter he's usually on his game. His confidence has faltered when facing someone he feels he should beat easily and they give him more trouble than he believes they should(i.e. Cannonball). That fight isn't a bad showing. Glads had no idea that the nature of Cannonball's powers would allow him to use Gladiator's own power against him by absorbing the kinetic energy of Glad's blow and channeling it into his force field. Usually some form of mental manipulation is involved when Gladiator's confidence falters. The only truly bad showing I can think of off the top is against Gambit. However, when it comes to heavy hitters like Thor, Supreme, Vulcan, and Hyperion, Gladiator has looked good against them. A future older version of Gladiator defeated Thor in Thor volume 2 #34, though Thor did even the score the very next issue. Even against the Hulk the radiation plot device was implemented. The Surfer has already shown when he cuts loose he is too much for Morg. Barring the radiation weakness, do most see the Surfer physically overpowering Gladiator? I don't think so. Morg doesn't use his power cosmic in exotic ways. This would be a tough fight for both combatants, but Morg's fighting style, being that of a bruiser, is tailor made for Gladiator. Gladiator is more than Morg's physical equal; he's faster, likely stronger if only by a small margin, definitely smarter and more skilled. Though every single match up would be tough, I would give it to Gladiator in 9/10 close ones. I think of Morg as sort of a Clubber Lang to Gladiator's Ivan Drago. Morg, like Clubber, is more of a bruiser, but in this case he's going up against someone who is not only a more skilled and smarter fighter than himself, but can also beat him at his own game.
