You could argue that as a pen is an instrument for writing a pen which is never inked is not a pen it is merely a collection of various materials and is more akin to a piece of sculpture than an inked pen.

This is a difficult call; do you collect for the fun of it or do you, as some people have tried to do, "collect" as an investment?

I agree that a pens should be used and 99.9% of all my pens are inked. The few that are not, its because there is a good reason.

I think you should ink.

A new pen in the mint condition may fetch a great price from the collector, but is without any soul and life. A nib which has not been used is not tested and hence the value is worthless since it was never used for the purpose it was made. It didnot give any person the pleasure and joy of writing.
