He was corrupted and turned insane by power which came uinnaturally to him. His actions were of insanity, not evil. Sepohiroth, while pehaps slightly insane, had a thought out plan. He would absorb energy from the lifestream and become more powerful, and then rule the world, whether that would be in destroying it, or not. Just that Sephiroth actually had a plan and wasn't just acting on impulses of power and insanity makes him more evil, but both aren't really impressive evil forces.

'cuz he wants to. You can't get more evil than that. And Sipphy? Nah. As someone pointed out, one could validate his actions with reason. But if you can validate ANY actions of the villain, then he ain't that good a villain. We're supposed to hate villains, not be sympathetic to them, and really, who here can possibly be sympathetic with Kefka? ^_^

You want a real villain? Try Zaygos from paladin's quest.... Melbu from legend of dragoon.... no wait, Yggdrasil from Tales of Symphonia! Now THERE's a villain.

It's not every villain who destroys the world, poisons his own men (the water thing) and makes fun of those who oppose him. Not only that, he killed Leo and cyans family. Sephiroth did kill aeris and with style, but since I hated her, I somehow didn't find that villainus.

In a way, Seph was just a puppet for a ressurected JENOVA. Now Kefka, hoo boy... he is just plain nuts with no real reason for it (quasi-unrealisitic in fact, although I do recall a guy in Vector saying that he changed after his first Magitek infusion). In a way, Seph started an ongoing trend that all RPG villains must have a reason to be evil. As a result, all the villains who come after are somewhat sympathetic, and harder to hate. It's the tradeoff between three-dimensionality and plain hatred, or Sephyism versus X-Deathism. Me, I prefer the former.

Kefka just wants the world destroyed to rule it, and will kill entire villages of people for a small opposition. Very Josef Stalin like.
