Symptom and problem of Migration

Migration is NOT a problem in itself for any part of the world. But for Bihar, it is a symptom of a larger problem back home. Like one headache is simple one ( cured by a dose of Disprin) but other may be due to tumour.

A Punjabi has moved out due to pull factors of other parts, but Biharis are moving out due to push factor (marta kya na karta) .

Migration is NOT limited to labourers only. Every section of society is leaving Bihar.

Side effects of large number of migration from Bihar

1) Migrant labourers are staying away from their families and thus getting HIV virus, and spreading bcak to home. With inadequate health infrastructure availablle to them in villages of Bihar, many are suffering from AIDS and not even knowing it.

2) Due to high number of labourers available, they don't get good wages.

3) It has become an easy way out for most of us. it is compulsion. An M.Tech friend remained in Bihar for a long period, hoping for a job in Bihar (family constraint). After loosing many years, he took low end job in a Metro.

4) Elders and aged people are left in Bihar. None to take care of their health, wealth, property. They take pride in their sons' /daughters' achievements in front of others but from inside they feel the constant pain of separation (as good education to their wards became a bane for thhem). Socialogists term it as "bird nest syndrome"

Let us attack the problem.

MIGRATION

Friends,
I see migration from Bihar due to following
1.Population- Bihar population is second largest in India so definately migration is bound to happen. Similarly on the world arena since China and India have the largest population one will find Indians and chinese migrating most.

Well, Above was very generalized statement. Lets analyze the basics.
1. Many student migrate because of lack of Institutes proprtionate to number of students in state ( Also admission and examination procedures are upto mark). We hardly have any National level institute in any field and hence migration becomes inevitable.
2. Many workers migrate from Bihar. First and foremost reason is of general glamor of living in City. Even a poor guy who pulls rickshaw in Delhi takes pride in showing his green color gogles when he comes back to his native place in Samastipur. Friends, In every section of society there exist a show off behavior. Present laborors (any caste) wont tilt the land in their native place but would love to pull rickshaw in other parts of country. Second reason to this is ofcourse the increase competition and lesser amount of wage.
3.The third kind of migration that I think is disturbing is due to lack of trust in government to provide saftey to one's business and family. this type of migration is taking place by those people who migrated to Bihar in 60s and 70s when our state was most ideal for business. Another set of people who are migrating in this case are affluent Biharis who can afford to leave in bigger cities like Delhi and Bangalore.

i think it would be difficult to stop first two types of migration and I am not in favor of forceful contention of freedom of selection to study and work but I would definatly like to see check on third kind of Migration.

Casteism and Bihar

Thanks to the recent election in Bihar, national media, intelligentsia and many others are taking keen interest in the affairs of state of Bihar. Most of the analysis/debate/discussions on Bihar boil down to one thing - deep rooted casteism (and hence caste based politics) as the root cause of backwardness of Bihar. So unless and until we root out this evil, we (Biharis) cannot progress.

Let us consider following:

Have any of the developed states (in India) not suffered from this menace, or do they have found the solution? NO (otherwise we could have borrowed the solution)!

As during the relief work in tsunami affected areas, prevailing casteism was very well evident in a developed state like Tamil Nadu (someone rightly said that even tsunami could not wipe out this social evil).

You will witness more feudalism in Haryana than in Bihar, yet Haryana is a far better developed state than Bihar.

Developed states in country have neither removed casteism nor found a solution to it. They have progressed well despites this social evil.

It is NOT necessary to remove casteism (as pre-condition for development).

Let us NOT try to solve this issue. It is beyond govt.

Once the development process (my hope is alive) kicks in, casteism will not be relevant in our public life. ( pace might be slow).

When you find difficult to erase a line, draw a bigger line adjacent to it.

Let us develop 'despite' casteism.

No, there is no difference between Panjabis leaving Panjab for Canada and Biharis leaving Bihar for Panjab. In both cases people migrate to greener pastor. What's wrong with being labourers? That's what they do. They support their families back home same way as you do.
You may be feeling embarrased when associated with these Biharis labourers for being Bihari. Next thing you would change the way you speak, change your hometown.. It is fact that non-Biharis look everything about to Biharis with contempt, Laloo or no Laloo. Running away is not an option.

I too agree with Anant jee. The level of discussion is really of a very high standard and this shows the stuff of Non resident Biharis.A collection of selected comments is a good idea.
Thanks a lot to Bihar Times for excellent elecion coverage.It was as fast as TV Channel.Larger Bihar is out side Bihar and this is a fact that no one can take out Bihar from a Bihari. Its in their blood.

Migration and Bihar

Recently in Mumbai, during slum demolitions drive, Biharis became the target of ire of administration and local people.

Come to Delhi, Chandigarh, Nasik, Nagpur, Kolakata, Lucknow, and many other places inn India. Come out of railway station, chances are high that coolie to rickshaw pullers who are ever ready to serve you are Biharis.

Come to any pvt. co., MNC in any city, chances are high that the security man standing at the gate is a Bihari.

In Punjab and Haryana, labourers and Biharis are synonyms.

You get to see people packed like hordes of animals in general compartment of Bihar bound trains (certainly not due to lack of trains). You will not see such sight in non-Bihar trains.

People from better developed states are also migrating to other parts of the world BUT for what and why? Is it comparable to migration from Bihar ??

Are maigrators from other states coming to Bihar also ??

Migrators from Punjab, Gujrat, Kerala go to Canada, UK, Africa, Sadi Arabia etc. 1) their age old links and 2) their desire to make money. These Gujratis and Sikhs are respected because they command lot of wealth.They invest their earned money back to home also., thus they create jobs/prosperity back home. This migration is helping these states in a positive way. This certainly is NOT a problem.

Biharis leave Bihar due to abject poverty and lack of employment opportunity. They end up doing petty jobs in Metros and other cities. Every where they are looked down upon for this reason.

"Jiseke ghar me kuchh nahi hota hai use bahar bhhi izzat nahi milta hai"

Our Laloo and many educated don't find any relation between migration from Bihar and development of state. It is not less painful than actual migration.

BBC to Laloo:- "Laloo jee, bihar se sare log businessman log palayan kar rahe hai.n, kya ye bihar ki problems ko nahi jahir karta hai ???

Laloo to BBC:- "dekho bhai, business wala to mobile party hota hai; usko 2 rupya jaha.n milega wahi.n jayega. isme koi issue nahi hai. jaane do unlogo ko"

Suggestions

Before I make any suggestions, let me state what I trying to do. I am trying to sort out how to subscribe to the Bihartimes. Since, I don't live in either India or USA, I am facing some problems in transferring money. In all fairness, I have written a letter to the editor and am sure we'll sort this out.

Now for the suggestions; there have been a significant amount of intellectual input in this forum and there is a chance that this forum will close down once the CM is in place. Hence, I would suggest that the following be done:

1. Compile the input and do the necessary analysis, including statistical, such as how many comments and number of people who picked up what thread, etc.

2. Summarise the findings and create a matrix for identifying possible initiatives. (This must be familiar to BPRE guys)

3. Publish this as a white paper or a set of white papers.

Further to that, I would like to see people put their money where their mouth is.

Subscribe to Bihartimes and ensure that this vox populi survives.

All the best to Bihartimes and Biharis who have used such an open forum not only with diligence but also with decorum.

Your observation and suggestion about the prevalent situation is very encouraging. I appreciate you putting time and effort on this.
Nevertheless, I have these comments:

1. You seem conclude that migration of Biharis to other states is a sign of problem at home. I think it may not be exactly true. Migration is a worldwide and natural phenomenon. More developed states like Gujarat, Kerala and Panjab have more migration than Bihar. So I don't think there is any relation between migration and the state of development.

2. You have laid out detail plan of action. It is good and I don't think anybody can disagree on this. Now the challange is that how to differentiate it from the agenda of political parties such as RJD, BJP, JDU, LDP. Manifisto of all these parties also look very appealing. Do you suggest political or non-political movement? Note that surviving as non-political entity is extremely hard in this politically aware state.

My suggestion is that - don't attempt to solve all problems at same time, with same organization and same movement. There is no silver bullet. I draw examples from Christian missionaries in tribal areas and NBA (Narmada Bachao Andolan). Missionaries tend to focus on specific problems (education being main) and they are very successful. NBA does seem acquire some political colour but they have been successful in getting their message through.
