Yes Rajesh the Judges did not fall from heaven neither Laloo. There is only one institution working in Bihar and that is the judiciary. Rajesh like Laloo you too is a habitual twister of facts always trying to discredit anybody every body who points finger at the Rabri Govt (Read Laloo's Gang). Pl. read the Judge's observation before commenting upon them.

Bihar Fit Case For President Rule - to Kumar

Have these judges dropped from Heaven? By making this kind of loose comments, they don't caste doubts on the government but on their own integrity.
Here is what happened according to this news - some disgruntled person goes to the court complaining government is doing lot hiring. Then the judges jumped (to conclusion) and got ready to sack the government. Argument? Will lock you up!
It is amazing how politicized Bihar is. People of all walks has nothing to do except gossiping politics. Beaurucrats do it all the time and now the judges.
I am not going to blame on caste or politics, I reserve that kind of response for serious matters. This particular episode sounds entertaining and resembles more like a third rate Javed Akhtar movie than a serious court room. Even the ten-commandment judge of Alabama looks more business-like in delivering justice.

In a severe indictment of the Bihar government, the Patna high court on Friday termed its decision to recruit over 34,000 primary teachers as nothing but an election stunt and observed that the court could certify that Bihar is a fit case for imposition of President's Rule.

Observing that the administration was being run in an abysmal and disappointing manner, a division bench said the court had tried to take the state fast on the path of development but 'we are disappointed'.

"The court is ready to certify that the state is fit for being put under President's Rule," the Division Bench comprising Chief Justice R S Dhavan and Justice S K Singh said in their ruling while hearing a writ challenging the government's recruitment policy for primary teachers.

Nand Kishore Ojha has challenged the recent decision of the state government to recruit over 34,000 primary teachers alleging it violated the norms laid down by the National Council for Teachers Education (NCTE).

"You (the government) did not fill any vacancy of teachers of primary schools since 1991. Now that the Lok Sabha elections are round the corner, you have advertised for recruitment of over 34,000 trained and untrained teachers without announcing any examination schedule and reserving over 70 per cent of seats for women and minorities," the judges, who sat for over three hours beyond schedule, said.

Educated Representive

Let me elaborate a bit more about the misconception about education and people representation. There is no evidence that educated public servants serve better.
Indian civil servants are probably academically most qualified in the world, but people they claim to serve are least developed.
"Professor" Murli Manohar Joshi advocates teaching astrology in engineering.
What about our own "Dr" C.P.Thakur? Does he care when his fellow Bhumihars butcher Dalits?

Why is such anomaly? Because these "educated" representatives don't belong to the people they sought to represent.

Representation

AK Verma,
You pointed out the need for 'educated' representatives. But unfortunately it doen't work this way. Probably potential 'educated' candidates need to educate illiterate masses about the need for educated representatives.
Keep in mind that representatives might need other quality as well, mere education may not be good enough. Not long ago, Brahmins used to be only educated people in the country but they did not do any good.
Look at Pakistan. New electoral law requires bachelor degree and only 1% or less of the population qualifies.

Bottomline is that we can't pretend to be living in casteless society when it is sharply divided in caste line. Caste need to be considered in every aspect in this situation. If you are looking for educated representative, then look around among your caste first or one who serves interest of your caste. Caste division can only be blurred when there is equality between castes.

Representation

Rajesh,
You are trying to make good point by citing "Poona Pact" and the vision of Ambedekar for the downtrodden people. But you need ti understand that mere representation will do not any good to these people. The representation will make sense when the people who are going to elect them have all the necessary tools and educated enough to understand that person he/she is voting genuinely care for them and has vision to make a better society.
That is why, the MPs from lower caste, who have been elected on the basis of reservation change their positions as they have no principle or mental thinking and so they go for position that brings money and power.
Anyway, Rajesh will again blame that this is not possible because the upper caste, feaudal people will not allow these poor people to go to school an so on.
Rajesh, any society that prospers starts somewhere and you can understand that the conditions are not always ideal. But people, who take their destiny in their own hand without making any excuses and great optimisms have made and will be making in future, even in Bihar.

Lalloo and his Bihar

After long intellectual discussion and participation of many people, people have started to make conclusion that something needs to be done otherwise it will be late to bring prosperity in Bihar.
Even Rajesh, who is such a staunch supporter of Laloo and hater of upper caste is realising what harm Laloo has done to Bihar in last 12 yrs. He knew all along that Laloo is not the answer to make Bihar better and there is need of change in Bihar. Somehow, he is reluctantly accepting Nitish Kumar as a consensus choice, although he has put some conditions, which are just non-sense.
Rajesh, Bihar will be brought back to its glory by the same people whom you hate most. Just wait for some more time.

Here is my another attempt emphasizing the need for 'proper' representation of depressed class. Here is the text of well known "Poona pact" architected by Ambedkar in 1932. Main theme of the pact was that depressed class should choose their own representatives (unfortunately it could not be implemented due to Gandhi's opposition). Ambedkar had vision that mere representation will not serve Dalit's interest. Things are not different today. We are now witnessing how BJP subverts Dalit's cause by having 'puppet' Dalit MPs.

Poona Pact

Poona Pact, Agreed to by Leaders of Caste-Hindus and of Dalits, at Poona on 24-9-1932

The following is the text of the agreement arrived at between leaders acting on behalf of the Depressed Classes and of the rest of the community, regarding the representation of the Depressed Classes in the legislatures and certain other matters affecting their welfare

1. There shall be seats reserved for the Depressed Classes out of general electorate seats in the provincial legislatures as follows: -

Madras 30; Bombay with Sind 25; Punjab 8; Bihar and Orissa 18; Central Provinces 20; Assam 7; Bengal 30; United Provinces 20. Total 148. These figures are based on the Prime Minister's (British) decision.

2. Election to these seats shall be by joint electorates subject, however, to the following procedure –

All members of the Depressed Classes registered in the general elec- toral roll of a constituency will form an electoral college which will elect a panel of tour candidates belonging to the Deparessed Classes for each of such reserved seats by the method of the single vote and four persons getting the highest number of votes in such primary elections shall be the candidates for election by the general electorate.

3. The representation of the Depressed Classes in the Central Legislature shall likewise be on the principle of joint electorates and reserved seats by the method of primary election in the manner provided for in clause above for their representation in the provincial legislatures.

You have come to the point that you just need representation of people and that is fine but you need good educated people to govern not like Rabri, who is an embarassment to herself and to Bihar not because she is not educated but because she accepted to be proxy Chief Minister. Recently, she made a statement " I am happy that my son in lawas are educated" and from this statement you can imagine what she meant. You give damn or not when the country is progressing, you are losing the battle. Just giving caste representation does not mean anything. You have to bring all good people from every walk of life irrespective of castes.
By the way, how long Deve Gowda govt survived??? Have you seen his stupid photographs when he used to sleep during the meeting ?? It was fortunate that such idiots were removed from the power very fast, otherwise I do not know what might have happened to India. Read some news that appered in Davos, Switzerland Economic Forum Meeting. I am sorry, whom I am kidding. You donot give a damn.
You are nonsense guy and needs no attention. Perhaps this will be my last response to you as I do not want to "waste my valuable time to educate an idiot like you".

Nitish Kumar is Winning

Politicians change color. Nitish Kumar can be a good alternative if he snaps link with BJP or RSS. But let's be realistic and not get carried away. Laloo Yadav came to power by opposing feudal elements and promised for land reform but it never happened. Now he is using his energy to appease those people. Laloo fired imagination in lot of people. Now we need to go forward and turn it into reality.
But we need to be cautious. If RSS or BJP controls power, then we might go back to bad old days. Here is a small example - during Dev Gowda regime there was no Brahmin minister, now Vajpayee government is dominated by Brahmins. I am not being casteist, there are many castes who are never represented. I won't give a damn about country's progress if all sections of society are not included.

But anyone who rules Bihar must have people's mandate. Earlier Laloo's opponents, including Nitish, tried to grab power through back door using presidents rule and that is despicable.

It is a satirical comment. You will come to know when you read after that comment. I was trying to make my point that it is good to know people like Rajesh, who has closed his mental window and ignores all the relevant facts about Laloo.
You are absolutely right about Nitish Kumar. He is a very honorable man in the public life and doing his best to bring changes in Bihar. He will be Chief Minister of Bihar and good things will start to happen after that. So keep hope that in next election Laloo and his goons get defited so badly that he will not be able to make horse trading or go to Sonia Gandhi or any one else.
You are also right about Mamta Banerjee. She is nonsense and useless fellow. Her nose is always long and sees problems in every body except herself. Vajpeyee did right thing by humiliating her for her stupid descisions.

There is hope for Bihar. Nitish Kumar is a dynamic and highly spohisticated and intellectual to take Bihar in right direction. So, stop thinking that there is no alternative in Bihar.

Nitish Kumar is Winning

It is really good to see that Nitish Kumar has got the major support of all the intellectual and understanding peoples of Bihar. He has real guts to work for Bihar without doing injustice to other part of India. Bihar needs same type of political figure. It is misfortune of Bihar that he in not the CM. All of us must be agree that things should have been much better if he has ruled for 12 yrs instead of Laloo. Anyway it is never late. We can hope to see him as a chief of ruling party in Bihar.
As a union minister Mamata Banerjee is good for nothing. She don’t know any thing except opposing the others work. That’s why she has lost and still loosing a major support in Calcutta city.
I don’t know why Neeraja P Sheel is being happy to see the people like Rajesh who “Hates Brahmin or Upper Caste People To That Level”, as she has written “it is good to See” in very beginning of her message. Anyway nothing wrong in that. If Upper caste people can hate the lower caste they can expect the reverse too. But it is not the liking or disliking to any caste or community, it is in the interest of Bihar that we need a change in power now. (I don’t know it is possible in the present Laloo Raj or not as we can expect any type of Gundism from him in the coming elections.)
