Governor's conduct

What Jharkhand Governor has done did not break any law. They have descretion who to invite. Problem is the law. It is archaic and hangover from British belief that we cannot govern ourselves.
I pointed it before - that Governor and "activist" judges only interfere in functioning of elected governmen without taking any responsibilty.
I like to point out that with loose and irresponsible comments, the role of "activist" judiciary with respect to Bihar government (Laloo) is condemnable. They acted like opposition in this election. Period comments on law and order proof nothing but their incompetence.

It is not that Governor can give indefinite time to any to prove majority in house Because ---

There canNOT be a gap of more than six months between 2 cosecutive sessions of assembly. And when assembly meets, it has to prove that he/she has the confidence, otherwise face no-confidence motion.

Keep raising your doubts.

Jai Bihar.

new idea

In past there are several instances of murder of democracy. NDA did the same thing when they tried to install Nitish as CM in Bihar in March 2000. Same is happening in Jharkhand.

I have few questions/suggestions

Elections is conducted to elect new govt. AND it is also a referendum on the performance of ruling party alliance. So

--------if the ruling party/alliance does NOT get absolute majority then by any law of justice, it is clear that the people of the state have voted against the ruling party. Then that party MUST seat in opposition.

A request

Dear Sir (Bihar Times management):

Thank you very much for this web site.

Your front page provides some very useful links for news of interest, primarily to people of Bihar. But most of links, you provide are for news media like Times of India, Hindustan Times, Sify etc., which normally write a story from one angle

I hope, it will be of broader interest to your site users, if you put news links from some other news media too, which shows other side of controversial stories.

Jai Bihar.

Answer is - Not defined. It is in the hands of Governor."

Only reason I asked the question is that I keep hearing (probably a rumour) that Laloo is putting pressure on Sonia Gandhi to order Governor Buta Singh that He should give 3 years to Rabri Devi govt to prove her majority on Bihar assembly floor.

Jai Bihar.

Quite pertinent article: must read section

If Jharkhand comes, can Bihar be far behind?

If Jharkhand comes, can Bihar be far behind?
V SUNDARAM

T he history of post-indepen dent India is a dismal record of the weakness, frailty and death of responsible public opinion, masterminded and controlled by the shameless Congress Party from time to time.

If despotism fails only for want of a capable benevolent despot, what chance has democracy in India which requires a whole population of capable voters? Democracy in India substitutes election by the incompetent many for the corrupt few, not at King's command but at S's Command, with a liveried Prime Minister standing by awaiting command from the Haven of UPA heaven.

The tragedy of Indian democracy is that we have not yet succeeded in effecting true democracy. The taste of democracy becomes bitter when the fullness of democracy is denied by a politically nominated Governor on every consideration other than meritjudgment, courage, integrity and vision. Jharkhand Governor Sibtey Razi is a classic instance in point.

He has trounced the Goan Governor Jamir by his historic proclamation! 'I have invited the UPA to form the Government as I am satisfied that it can provide a stable Government'. He has also qualified for the award of Bharat Ratna on Republic Day in 2006!

My school boyish approach to Civics and Parliamentary Democracy has made me come to the rabidly communal view that the majority of any political party after a free and fair election can only get proved or settled on the floor of the Legislature presided over by a duly-elected Speaker and not at the place of residence of the Governor, regardless of whether it is called UPA Secular Raj Bhavan or NDA Communal Araj Bhavan.

The Governor of Jharkhand functioned as a landless tenant-at-will of the Congress Party by completely ignoring the fundamental fact that the BJP by winning 30 seats was the single largest political party which should have been given the first opportunity to form a Government. The fact that the JDU (U) forming part of the BJP-led NDA coalition has won 6 seats and that 5 other independent members were also part of the List of 41 members presented to the Governor by Arjun Munda cannot be ignored. The Governor ignored the fact that the Congress Party by itself was able to muster only nine seats. The JMM Party was able to win only 17 seats. To the eyes of the eyeless Governor, to the mind of the mindless Governor, the total of 26 seats won by the Congress and JMM together appeared to be greater than 30 seats won by the BJP by itself. The total of 36 seats won by the BJP and the JDU (U) together appeared to be less than 26 seats won by the Congress and the JMM. Thus one can see that the rules of secular mathematics practiced by UPA of which the Governor is the marketing manager are inconsistent with the rules of communal mathematics projected by the NDA and supported substantially by the people of Jharkhand.

By inviting JMM chief Shibu Soren (Mahatma Gandhi of Jharkhand) to form a rickety coalition Government, the Governor of Jharkhand, has functioned like an unbridled tyrant asserting his gubernatorial right to constitutional freedom to kill for the moment the total human freedom of the common people of Jharkhand. Inscrutable indeed are the ways and mysteries of secular mathematics!

The secularly spiritual role of Lalu at the Centre and the secularly strategic role of Sibu Soren at Jharkhand are tradable commodities held together by the brand name of 'UPA Secularism'. The man in the street in India has not lost sight of this irony a former Chief Minister charged on criminal offences is made a Union Railway Minister and a Union Minister charged on criminal offences and constitutionally removed from that post is now made a Chief Minister of a State (the criminal cases on both are still pending!!).

The wonder of our democracy is that such tainted ministers enjoy greater flexibility and mobility of employment, with infinite choices open to them under the over-arching umbrella and secular shade of UPA Government than thousands of highly-qualified unemployed professionals from all walks of life in India. For the Keynesian dream of full employment for all, the UPA has the alternative of full employment only for Lalus, Sorens, Paswans, Biswases and Bakwases alike. As a citizen of India my only worry is that the World is watching us. Unfortunately I know my shame is bureaucratic and communal. I also know that their unabashed shamelessness is democratic and secular.

Leo Tolstoy had mean and unscrupulous men like the Governor of Jharkhand in view when he penned the following immortal lines in his Anna Karenina:

Hypocrisy is anything whatever may deceive the cleverest and the most penetrating man, but the least wide-awake of children recognises it, and is revolted by it, however ingeniously it may be disguised.

The myriad millions of India expect the good and noble President of India to intervene immediately in the affairs of Jharkhand (and may be later in Bihar also) to restore normal and sane democracy in Jharkhand as was done by President Zail Singh in respect of Andhra Pradesh in the early 1980s.

The quality of good, noble, patriotic, honourable, profound and exceptional patriots functioning as elected members of the Lok Sabha, nominated members of the Rajya Sabha and the State Assemblies transcending differences in caste, colour, language and creed in our country today reminds me of what Walt Whitman, that 'Raucous Ribald' and the great poet of American democracy wrote about the Congressmen in his own country in 1880:

The members who composed it were, seven-eighths of them, the meanest kind of bawling and blowing officeholders, office-seekers, pimps, malignants, conspirators, murderers, fancy-men, custom-house clerks, contractors, kept-editors, spaniels well-train'd to carry and fetch, jobbers, infidels, disunionists, terrorists, mail-riflers, slave-catchers, pushers of slavery, creatures of the Presidents, creatures of would-be Presidents, spies, bribers, compromisers, lobbyers, sponges, ruin'd sports, expelled gamblers, policy-backers, monte-dealers, duelists, carriers of conceal'd weapons, deaf men, pimpled men, scarr'd inside with vile disease, gaudy outside with gold chains made from the people's money and harlots' money twisted together; crawling, serpentine men, the lousy combining's and born freedom-sellers of the earth.

(WALT WHITMAN: Origins of attempted Secession,1880)

Moral of the Story: There are no morals in Indian politics; there is only expedience. A scoundrel may be of use to us just because he is a scoundrel.

Man made boundries means, that boundries which is created to get benifitted at the expense of others..By writing JAI BIHAR, I am not proclaiming to hurt other state in India and I am not going to pursue or support the opportunistic development at the expense of others..

After all identity is very important in the existance of human being..
I am talking for Bihari Identity for progressive vision and development not narrow outlook like''GUJRAT GUARAV AFTER KILLING OF GUJRATI ITSELF-HELPLESS/INNOCENT WOMEN/CHILDREN(all gujrati speakig)''
There is a difference between COMMUNITARIAN and COMMUNLAISM.
Anil Jee, think once again for the development of our matrbhoomi beyond all selfish boundries..

An Open Letter to Paswan

Mr.Ramvilas Paswan
You may or may not recall my meeting with you on your residence. You had invited few people including myself just after you had severed your ties with the NDA, protesting against the Narendra Modi's active complicity in the communal riots.
I had told you, that, in Bihar, there is a large chunk of voters who want an anti-BJP and anti-RJD alternative, and there lies your space. You were delighted at this suggestion of mine which, had probably confirmed your already concluded and decided political game.
In this election, this calculation has probably worked well.
You have won 29 seats and were close second at 33 seats.Your tally may rise to about 70 or more if mid-term polls take place in Bihar, which is almost inevitable sooner or later.
I am no fan of yours, nor am I a politician.Yet, I would like to tell you few things.
If you go to ally with the RJD, you will seal your fate in politics. If you go over to the BJP same will happen to you and you won't ever be taken seriously by the electorates. If the deadlock continues, you may (or may not)risk split in your Party. That is known to you better.
My understanding is that even if you risk a split you should take this risk, because in this case you can face the electorates in the next election with enhanced respectability and popularity.
Now talking of vote-banks.
None of your MLAs are Muslims, even though you have got considerable Muslim votes. And many of your Muslim nominees have chased with good electoral strength. This gives you hope.
1. Quite a large number of people including, Janardan Thakur's book,"Forty Faces of India" consider you as a politician only capable of playing second fiddle. YOu will have to disprove it.
2. Many feel that you don't allow a leader to emerge, particularly in the case of Muslims and Dalits. You keep hogging the limelight, you prefer to keep your politics, one man affair. You will have to disprove it.You will have to do some brilliant political footworking in terms of bringing some dependable Muslim and Dalit faces.
3. Your concentration should increase on Bihar, rather than on Delhi. IT IS A NOW OR NEVER SITUATION FOR YOU.
4.You are yet to make a stormy entry into the vote base called Muslims and Dalits.
5. You should try your best to form a coalition of JD-U, CPI-ML, SP etc.
All these may keep you alive as a relatively more successful politician. But I am sure you are not going to take Bihar out of the morass it is in.Criminalisation, corruption and backwardness is not the things to be removed by you. Already quite a good number of people and particularly the honest officers in the bureaucracy do know it very well(even though they can't speak out)that you are master of populism, manage to spread an impression that you are a performing minister which you are not.
One of the scholars, expert on contemporary Bihar, has rightly pointed out that crushing non banking financial institutions had recruited some commission agents. These banks fled away with the deposits and the agents, in order to escape the wrath of the depositors, had to take recourse to crime and kidnapping industry grew that way. One such crushing non banking financial institution was the JVG. And it is whispered that it was yours.
One does not require saying anything more.
I, therefore, don't wish you best wishes.I don't have hopes from the leaders like you. I have to wait to see the economic development of Bihar, even though, the wait is long and agonising. But, in the given situation, I would welcome a non BJP and non RJD led govt.in Bihar.
Keep trying
M.Sajjad. March 3,2005.

SOnnaht Chaterjee and his selctive anguish

SO Communist messiha SomnathChaterjje was anugished over externation of bonafide criminals like Shahabuddin, Sadhu from their respectice constituency ( call it crime karmbhoomi) during election. level of anguish was so much that he had to make an statement in parliament house about how this is murder of democractic rights of people.

Well did u guys hear the deafening silence over Goa and Jharkhand drama. Not even a word..

But then I understand his oigin is communist and which communist ideology or country gives voice to democratic cause anyway..

What makes me laugh is these people come one after another by chging this or that letter in their party name and calim we have changed now , now we respect democracy but the moment they sniff blood of democratic slaughter somewhere their real color comes to the fore.

God save India with crooks like this in the drivers seat..

jai Bharat
