BJP and RJD can fight forever. Point here is that centre is not granting even half the fund to Bihar compared to other states. It is not centre's job is see how money is spent in states. |

I&B Minister Prasad dares Laloo TIMES NEWS NETWORK[ THURSDAY, FEBRUARY 19, 2004 02:26:06 AM ] PATNA: With RJD chief Laloo Prasad Yadav trying to turn the tables on the Centre on Tuesday for its alleged discrimination against Bihar with the help of a report prepared by Mohan Guruswamy, a former advisor to the Union finance ministry, close on the heels of Union information and broadcasting minister Ravi Shankar Prasad's claim of Rs 57,000 crore worth projects being cleared for Bihar, Prasad joined the issue with the former on Wednesday. He posed eight questions to Laloo in a fax sent to media from Delhi . These are: Why did a sum of nearly Rs 5,490 crore remain unspent by Bihar during the Ninth Plan? Why did an amount of Rs 737 crore remain unspent in the first year (2002-03) of Tenth Plan? Why over Rs 1,048 crore meant for poverty alleviation schemes could not be spent during the last five years? Why did the state government spend only Rs 81 crore out of Rs 150 crore released to it by the Centre during 2000-01 under the PM's Rural Road Scheme. Moreover, why did it spend only Rs 43 crore against an allotment of Rs 300 crore and released amount of Rs 150 crore under the same programme between 2001-03? Why did the state government spend only Rs 166 crore against Rs 764 crore released to it by the Centre during 2003-04 under Sarva Shiksha Abhiyan even though the state has one of the lowest rates of literacy in the country? Why, despite the availability of funds, there was no progress in construction of about 53-km-long embankment for flood control during the past five years? Why did the offtake of foodgrain under the public distribution system remain negligible in Bihar despite high allocation? Why was the immunisation of children in Bihar low despite availability of vaccines? Prasad claimed that funds would never be a problem, but these must be used properly. The funds could not be utilised due to lack of governance, he said. |

Does anybody know how Bihar is systematically deprived? I hear politicians talk about special package but I read in news that Bihar is getting less half assistance/grant from centre compared to other states. We continue to be "good" citizen of the country only to get skrewed. Nitish Kumar may be better than other MPs but not good enough. |

You were correct to judge that I am not from a village, but wrong for assuming that I am 'proud' for not being there. My comment about the villages (being place of injustice and ignorance) was not originally mine but quoted by Ambedkar. I had made adverse comment about the bad sanitory condition of a town (Gaya), not a village. My ancester village is cleaner than most towns. |

Yes, return of Mr.Raghunath Jha shows not only his but bancrupty of politics of Bihar which is based on convenience, is without any principle, without any human feelings even. If a woman can share power with some one who was supposed to be indirectly responsibly for her widowness (i know even that is a false ellegation but that is what people feel and only those feelings of common middle class mass has brought Bihar to this point), what-else is left! It is more or less everywhere in this country, but the worst in Bihar. Pankaj, if you are the same working in the passport office of Chennai, then anyway i know, you are still a kid. Bihari means one who is not in the stream of any thing out side of Bihar. Biharis are basically frogs in the well. I know some of us are IAS, some of us are IITians or good humanbeeing personaly, but if it comes to Bihari as a group; it means a slum-dweller, Rickshawpuller, plate-washers, house-servants, pick-pockets, thieves! And every one in this world is and wants to be proud of every thing he posses. Aare you not extra proud of history of India as our contribution to it is a bit more than other states, or because we have been winners in the history! Now because we don't have any thing in our present to be proud of, you want to be satisfied with your identity of an Indian and not of a Bihari, not as a resident of Nalanda. Can you imagine some one when Ashoka would have been our king; would he have told the same thing! That is too far, some one just 40yrs ago when we had live legacies of Dr.Rajendra Prasad and few others! Rajesh ji if you are proud of not being from a village, next birth you will be a donkey (don't mond it is a joke). I don't find Patna anyway better than my village. There is dirt, there is ignorance, there is injustice, but probably not visible to you because every thing is hapening in the shadow of big boundries. What i had written about my village was out of imotional out burst. But as i had written, we are small people. Opening a primary school or for that region even a high school or a college, making few roads will not help Bihar. What can bring Bihar back to the track of development is the conviction to get minimum 5 large scale industries in every distric of Bihar and a proportionate development of middle and small scale industries. It will not happen over night, but of started today with full honesty and vigour, will take minimum 25yrs, till then all new NTPC units will make electricity for out side Bihar and Biharis will remain as fool as now. And, i can't see it hapening it in near future as no one among the present politicians is having any conviction for development of Bihar, they are more loyal to their wives (to earn money and give it to them as promised just after marriage) and to any one else- not to even their caste; otherwise Raghunath Jha wouldn't have come back to RJD, Mrs.Shahi wouldn't have accepted the ministry. But they didn't want to miss the train at the same time Laloo ji don't want to increase the enemy and lose the chair at any cost. So, chair is the only hero in the hero less Bihar! Yes, Bihar has no role models. No inspiring character in recent past. And, and Biharis can't talk anything normaly. Either they can abuse or they will keep quite. They can't talk without fingering out some as inferior to them. Ok, you will be geting breathless now. I am leaving for my native place. Happy Holi to all of you. Take care. If you can stop some one who is going to play bloody holi on any excuse, please try to stop him on the name of Bihar. Wait for my final Holi wishes on they day of Holi if I remained alive! |

If Biharis don't realize these traitors (from all the major parties) who have conspired with non-Biharis to loot Bihar, there will be no hope. Either you are a Bihari or you are not. Bihar's history is India's history, to say you are a Bihari is to say that you are Indian. Bihar is Shiva's territory with it's goondas and vratyas magadhans who broke every orthodox Hindu rule in the book and piety. Bihar is not different, it is poorer because of traitors but the nature of Biharis are the same. |
